During a routine demolition project, asbestos-lined pipe joints were discovered. Someone-possibly a construction worker or district employee-alerted the Illinois EPA. What followed was a surprise inspection that uncovered six years of missed 6-month asbestos inspections and skipped annual staff training. Fines could have reached up to $10,000 per day, but the inspector recognized the new Director's proactive efforts and chose not to impose penalties.
